cbr running poor in lower rpms

i have a 2006 honda cbr 1000 rr and it isnt running good untill you get past 7000 rpms when it idles its rough and underpowered when you get in the higher rev range it has full power again and is running right anyone know whats wrong or where to start looking

it may be your air:fuel ratio at low rpms, think of it as when you first start your bike it runs very rough but when you pull the choke lever it runs fine then high until it mellows. Or it may be a vacuum leak?
