License plate holder (ideas needed)

I bought a 1999 Honda SuperHawk this year and didn't notice at the time, that it was missing the license plate bracket. I found out the hardway that the state I live in doesn't like the vertical swingarm mounts (who knows why..) Anyways, I have tried finding a solution to the problem. The bike has a fender eliminator kit on and the brackets for the license plate are missing. The selling dealer wasn't of any help either. I've tried looking for some indication of the manufacturer of the seat/fender eliminator kit to find nada. It looks like there are holes where the original fender mounted - but I really don't want to mount a whole fender on this if I don't have to just to mount a license plate.
So, if anyone has suggestions/ideas/or where one might look - am open to suggestion at this point.

Mount the plate directly to the underside of the tail. Thats how I have always done it. You will probably have to take the tail apart. Drill two holes through the under tail bolt the plate on. You will also need a license plate light. So either buy some plate bolts that have lights in them or buy an LED plate light from cyclegear. Aim it, drill a hole, mount it and hook it up.Hook it into the taillight wiring harness. Once the plate is bolted to the undertail, you might want to bend the plate a little bit so it can be seen or the cops might harass you about it. Who needs to spend 50 bucks for a license plate bracket? Hope that helps.

The mounting holes are there, but .. have tried finding a holder/bracket for this but most are too big (brackets are too wide) - so am contemplating going to a metal shop and see if they can stamp/cut one out for me as for mounting the plate directly, no space really to mount it directly without cracking the plastic/fiberglass - I want this to look clean not shoddy. I've tried the swingarm mount - and got a nice little present from the local cop shop (future advice check the laws first before having a swingarm plate - especially in Michigan!) Soon as I can find out how to put up a pic - you will see what I mean.

Mount it directly to the undertail with no bracket. It won't crack the plastic if you drill the holes. That plastic is pretty flexible. You need 2 bolts and 2 nuts. Take the tail apart put the bolts through the plate through underside of the tail. screw the nuts on from the inside of the tail, then put the tail back together. If I knew how to post a picture, I would post a pic of my plate.
