2003 CBR 600F4i Battery/Starting Issues

Well after letting my bike sit in the garage over the winter it's no surprise the battery went dead. I tossed the charger on it and let it sit for a few hours, which normally fixed it. Now nothing is lighting up, at all. No sounds, LEDs, nothing. I took the battery to the shop and they said it was in decent condition, but I got a new one anyways and plugged it up. Same thing, no lights. I'm new to bikes and really don't know what could be causing it. One thing I did notice is a cable unplugged which I have looked everywhere to see where it goes, and unless I'm just blind there's nowhere for this cable to plug in. See the picture about the cable. Any help guys?
