hi
Just a thought, since alot of folks say a 600cc is to big for a first bike i was wandering if it would be possible to put/activate some kind of speed governer on one. I've heard that alot of bikes have rev limiters and it makes me wonder if the thresholds could be adjusted way down. I'm not really excited about buying a bike that i would outgrow in a year or so, but im also not to excited about killing myself.
Does anybody have any thought or opinions?

Well the reason that a lot of people think a 600cc or higher displacement bike is too much for a beginner isn't because of the top speed. I think it has to do more with the acceleration and possibly the larger size of the entire bike. I mean, a 250cc or 500cc Ninja still has a high enough top speed to any idiot in trouble. If top speed was the problem then you'd still have idiots on the 250's or 500's going 100mph down the road.
The acceleration capability of a 600cc or higher is definitely very intimidating for someone new to riding. That causes the problem. They aren't used to accelerating that fast and it causes problems sometimes.
So instead of a speed governor, I think the correct answer would be to have a restriction on the engine until the rider becomes more comfortable...then he can use the bike's full potential when he's ready and not have to buy another bike or anything. Airbox restrictor and adjust the fuel rate...voila. I mean I know there's some more technical changes that need to be done, but to make this post short....just restrict the air flow and compensate for the fuel. Maybe depending on the money you want to spend...you could also go with a different combo of sprokets to make the gearing taller. The top speed might increase, but the acceleration would be slower.
And in my personal opinion, I don't think 600cc is too much for a beginner although I agree they shouldn't go above it. 600cc class should be the biggest one that a beginner looks at IMHO. My first bike was bigger than 600cc but looking back on it I kinda wished I had started on a smaller displacement so I would have learned some of the principles of riding quicker. You learn more riding a slow bike fast.
