Hey sales, I'm throwing a few websites at the bottom of this post that I have had saved for qiute a while. The "Sign Specialist" is one that I have used and they are really good and extremely customizable. As for paint over decals I guess it depends on how creative you are, my stickfigures don't even look like sticks, so I stuck to decals, but do a search on airbrush techniques and your sure to find all kinds of tips and how to's.

A good streetbike for a person is determined on their experience and comfort and skill. Get her in the MSF basic Rider Course. If she felt more than comfortable she can start on a 500 or a low HP 600cc bike.
As for paint or graphic/decal/vinyl. If you mean better in price I'd go for the graphic/decal/vinyl. But better quality is paint of course...
I am going to go out onb a limb and say she doesnt have much if any experience in which I would suggest the decals because WHEN she goes down on it, it will be cheaper to replace. She goes down on some really nice paint job and she is going to have to pay out the butt to get it redone.
If she really wants a bike, make her get it herself. You dont want to get her a bike and this just be a passing fad of hers and watch a bike rot in the garage. At least if SHE buys it, its her financial worry and burden to sell or replace.
